The graphics are very cheesy and the concept is unrealistic. Make it where you patrol in a car, and as you go around you have to look at the cars and see if they are speeding or if they are driving funny. You can pull over anyone, just make sure you phill over the right person. Actually, look up GTA LSPDFR. It is a great example that you should get some ideas from.
